Encourages redevelopment and sustains the economic viability of the area known as the Village Center, with a small-scale, pedestrian-friendly character. No minimum lot area or width required. No front yard required (except where in same block/side as residential or B-R). Buildings limited to 50 ft width and 10,000 sf ground coverage as small buildings; larger buildings allowed only with façade articulation, ground-floor street frontage, and rear pedestrian access corridors. Minimum building width: 80 percent of lot width. Demolition of any structure listed on the National Register of Historic Places requires Planned Development approval. Certain compatible office, retail and service uses also permitted. Serves as a transitional district between the railroad tracks and less intensive residential or business districts. Maximum lot area: 2 acres; minimum lot width: 60 ft. Front yard: 15 ft build-to line. Performance controls limit hours of public operation and times of delivery to 7:00 AM–11:00 PM (does not apply to approved special uses). Provides a mixed-use environment suitable for small-scale businesses and residential uses operating within older buildings designed as single-family homes, or new buildings designed to be compatible with older houses in the area. Minimum lot area: 6,600 sf; minimum lot width: 60 ft. Front yard equals the average of existing front-yard setbacks on the same block face (cap 30 ft). Interior side: 7 ft. Rear: 30 ft. Maximum lot coverage: 35 percent. Performance controls: business hours of operation may not extend beyond 7:00 PM (does not apply to special uses or qualifying home occupations); no exterior storage of business materials; all permitted business uses must be conducted wholly within an enclosed building.
